The police never bothered me, I only had to pay them 3-4 times during the game. But after some fights Franks gets better and better. In the first couple of games I used it on quite everyone, ran around the houses, and waited for the cooldown to use it again. Frank Reagen had the homerun special skill, which is a melee ability that kills pretty much everyone or does a KO with very significant damage.
